[The "elephant" is still in the room and Creswell's attitude has long ago become tiresome. A new character was introduced, as well as yet another new "love option" for H.] Bud (B) went to his mandated anger management meeting and was baited by another participant, Korski. When another participant, PO Mooney, tried to defend B, Korski started a fight. B stood up, but knocked his chair over. As B picked up the chair, Korski rammed the instructor, Lt Harriman, into it, breaking his jaw. Cresswell (Cr) told Turner (T) that "he didn't like loose cannons in his department", and T agreed (probably thinking it was Mac (M) and Harm (H) ). When Cr mentioned he was thinking about B, T showed surprise; so, Cr asked him who "you though I meant," but T wouldn’t answer. T was assigned to investigate Bs activities, and assumed that B was at fault. Harriman explained the incident and told T flatly that B "doesn't need to be in this class!" When T exonerated B to Cr, Cr belittled him saying "you aren't objective."(!?) Finally, Cr related to B a story of a crippled veteran that he knew, who was demoralized by being the brunt of a joke. He admitted that "I was small for my age" as a child. He then, condescendingly, told B that he would "cut him some slack" (basically because he was "crippled" on duty, not because he believed him).
M had to re-qualify on weapons so Cr turned it into a competition showing up, uninvited, to her shoot. Then, when he lost to M he expected everyone to think he was magnanimous by admitting the loss "as the first step to improvement." He told M that he "would get her next time," and she said "… like hell you will."
Lt Cathy Graves (Gr) , who said she "knew 10 ways to commit a perfect murder, was assigned to H who went to China Lake to investigate the crash of an F-14 which was assigned to a Navy contractor, Larmoss industries. Gr played a doofus (as B used to be), not above using sexuality to get what she wanted; but, also like B, unexpectedly intelligent. They found that the F-14 had crashed next to a school playground and had killed a local artist who had been painting a bridge - the father of Megan Ransford. It turned out that the jet was only a drone with "Oscar," a dummy, at the controls; yet, there was unidentified DNA at the scene. A second aircraft, previously undisclosed by Larmoss, was discovered, along with the empty apartment of the fictitious pilot who had supposedly been killed. Eventually the second F-14 was found to have been piloted by Lt. Itzhak Meier, of the Israeli air force, who was testing a top secret airborne platform for a laser weapon (Deuterium Fluoride Chemical Laser). H strong armed a $2 million (probably) settlement from Larmoss. Megan rewarded him with a lingering kiss and said "don't forget about me." Gr told H that she wanted to be at JAG, and H told her "you never know."

This Just in From Baghdad - 211
[We have a new JAG - those sneaky writers! Unfortunately, they decided to make him a complete ass. Evidently, Harm and Mac are now going to fight more battles inside JAG instead of on ships.] Turner (T) had to move his car because Creswell (Cr) was actually appointed JAG by "a last minute miracle." Cr was arrogantly condescending to Coates' (Co) annoying behavior quirks which Chegwidden had tolerated. He approved Ts request to switch offices back with Harm (H), trying to "mend fences." H prosecuted, and Mac (M) defended, Staff Sgt. Timothy Mallory, who was charged in the death of Dwight Kanin, a civilian chairman of the military affairs policy board and advisor to the president, during a ride along. A reporter claimed that Kanin had been "fragged" by the soldiers because of his poor attitude. The patrol, with whom Kanin was riding, had been blocked by street protesters; but, he bragged that he wanted to see "real" marines in action, and said "lets go forward." He had been protected by the other soldier's flack jackets, but panicked and was shot down when he went running, screaming, through gunfire. The soldier protecting him, who didn't have a flack jacket, was also killed, and another's arm was blown off while removing a grenade.
Amazingly, Mallory was found guilty; but, in the penalty phase, all his chain of command, including the general who had initiated the court-martial, testified for mitigation of the sentence. Col. Atwater said "Kanin acted like a tourist, wanting photo ops more than facts." He said that he had told Capt. Ellis to "get that chicken hawk out of my sight." Ellis said he had been offended by Kanin's "lack of understanding of a war he was known to champion," and that he had told Lt. Howell that "if Kanin ever saw action he'd go home with new shorts." Howell said "Kanin thinks it's a video game over here" and that he had told Mallory to "show him what's it's really like." Even General Watson relinquished being convening authority, so he could testify, stating: "Kanin represents a branch of civilian leadership which has complicated and compromised our expeditionary force. And, he personally had an attitude of disrespect for our men." All witnesses said that there was a "singular failure in the chain of command such that implied orders put Kanin in greater danger than he should have been."
The court-martial sentenced Mallory to 6 months confinement and forfeiture of pay; but, recommended delaying the penalty until further investigation into the failure of the chain of command was performed.

Persian Gulf - 198
[One back story comes to an end (sort of) in this episode; but, there's still plenty left to worry about. At least Mac isn't left with an albatross like Harm was with Palmer. One premise, albeit necessary for the plot, was completely unbelievable to anyone but a naïve writer.] The Maravelis case (a naval research tech who stole the synthetic diamonds that he was making) was still on the docket because Harm (H) and Mac (M) were still trying to close his bank accounts and get into his safe deposit box. Getting into his car, H's car wouldn't start then his battery blew up in his face (making him deaf?) Bud (B) took over the case and found, with Mac, that there was only $100,000.00 and the diamonds were missing. Maravelis admitted that he had been selling them to agent Van Duyne, who had told him that if he didn't cop to the lesser plea he would be tried for treason. CIA director Kershaw stonewalled Mac (surprise) but eventually told her that Van Duyne had been tortured to death and Mac's warning about him "hadn't trickled up to him." Mac brainstormed that the 24 missing diamonds were in Van Duyne's cigar store locker and took B with her. There were only five there, and we saw Sadik Fahd, in disguise, watching them leave the store. When she got back to her apartment, she found Iranian music playing on her stereo and a single diamond on her bed. Sadik called her cell phone and began playing a "cat and mouse" game with her. He told her that Van Duyne had brought his death on himself and that the diamond was a "token of my esteem" for he had "great admiration for you Sarah." He called her "incredibly brave" and said he "wanted to make it up to her." Sadik was staying with, Fardad, a gay Iranian and eventually killed him; but, not before telling him that his name, Fahd, meant "lynx" in Iranian. Chegwidden (C) assigned Turner (T) to take over from Mac because she had new evidence and was now going to be a witness as they amended their charges to aiding the enemy in a time of war.
H stayed in the hospital over night, deaf, and Mattie (Mt) came to visit. Coates (Co) had told H, on his writing easel, that "lies = bad parenting." Mt thought H was sleeping so prayed and wanted God to "do a better job taking care of him." When H got home, he wouldn't let Mt miss school. M came to tell him about Fahd javing booby trapped his car. Webb was still unaccounted for, and H told her that she "picked a hellava boyfriend." She told him to "not look so happy about it." H played scrabble with Co and Mt, and had to tell them that "duh" wasn't a word. M came again and he told her that Sadik was "seducing you." "Sadik wants something from you," he told her, "and he's found your weakness. You want to know what he's up to, and he's using your intelligence against you." She told H he couldn't help, because he was "still a liability." Mac found the night club where Sadik had called her with the woman singing Iranian in the background. She sat down and Sadik called again, talking to her as he changed his disguise and walked across the street to where she was. He kidnapped her, at gun point, and took her back to the apartment, where he began his battle of rhetoric with her. He told her that she was out of her place and had no man to protect her. She mocked his fear that he still held "a woman at gun point." He holstered his gun. Mac continued to mock him in her exchange of words. He explained that this month was the 25th anniversary of the Iranian revolution. He was nine when he saw Buhollah Khomeini in person and had an "enlightenment" about "world justice and peace under Islam." His father was killed by the Shah's secret police and within a year he was in the army, which set Tehran in flames, as "the war began." He told M that America's downfall was that "everything is for sale… even, permissive action links (triggers for nuclear weapons)." He said: "bought from your arsenal, paid for with your diamonds." She asked him if there was anything that he would "give up his Jihad for?" He asked "are you making an offer?" and she replied "do I have something you want?" He asked for "tea." Still trading insults, he told M that she "was pretending to be a woman, no man, no kids, a barren life in a prison of fear." She said that what attracted him to her "was the same thing that angers you… my independence."
They were overlooking the nightclub where he said he was going to "blow it up, so you can see that you aren't safe anywhere... except with me, to protect you." She told him that "slaughtering a bunch of kids while you watch from a distance is scraping the bottom of the barrel… even for you Sadik." When he told her it was less than 10 minutes, she began sexually enticing him with "what will it take for you to change your mind?" They heard sirens outside, and the bomb squad evacuating the night club. M unbuttoned her blouse and showed him the "wire" that she was wearing. While he was looking, she kicked his gun out of his hand, slammed him into the couch and slugged him to the punctuation of: "I'm not weak… I'm not barren… I'm not a whore." She got to the fallen gun first, but he drew another from his coat. She shot him in the arm and, while he was down, said: "that one was for Harm… this one's for Clayton Webb" and shot him through the forehead. The CIA team broke through the door and told her to "stand down." She told Kershaw that she was sorry she'd killed him, because he "might have told us where he was getting the PAL," but Kershaw just said "he might have killed you." As she walked, alone, out of the apartment, she looked at herself in the mirror and said "I'm not sorry."

Second Acts - 177
[The "conclusion" of one part of the "back story," and setup to another part, which will "cleanse" the show of some worn out bad guys] Petty Officer 3rd class Steven Wilson single handedly stopped a suicide attack on Marine Corps camp Stronghold Freedom saving his platoon, and Stewart Dunston of ZNN, on national television. He refused to talk to Dunston but Jennifer Bruder saw him on television and recognized him as her husbands partner, thought to be killed in the collapse of the World Trade Center. When she confronted him he also refused to talk to her so she reported him as the imposter, Matthew Divine. Harm represented the wife of dead Tom Bruder, identifying with her "need for closure." Turner defended Divine in his hearing before the board. H couldn't compel Divine to talk to Bruder, even though she wanted it, so he called her to testify at the hearing in front of Divine. Her teary-eyed story prompted Divine to finally reveal that he and Tom were basically shyster investment bankers conning "new money" to cover old losses, and were penniless and considering bankruptcy when the planes hit the building. The ceiling collapsed on Tom and with his dying breath requested a "promise never to let his wife find out." Divine wanted to start a new life so joined the MC becoming an exemplary soldier. The board found him guilty of fraudulent enlistment but retained him on active duty.
The SECNAV told Chegwidden he "had to" proceed with action on Lindsey's report. C said that Sheffield had "lost confidence in his ability to lead" and the SECNAV told him to refute the charges. Back at the JAG office, without invitation everyone gravitated into Cs office where he said he was considering resigning & that L had "dredged up every irrelevant smear he could put his hands on." His office was causing too much "bad press" and problems for the poor Chief of Information. To soften people's dismay he slipped that he and Meredith were planning on getting married. Ls report called Mac a "security risk" and H a "loose cannon showing a consistent and reckless disregard for responsibility." They all were puzzled on how L could obtain all these details in just a week without having legal access to confidential personnel files. L was shown deleting all the files on his laptop computer. M presented the dossier of rebuttal they had prepared and challenged Cs offer to resign because he was thinking that L was being personally vindictive and that his staff was just getting caught in the fallout. She told him of Ls threat to H to "split up the group and scatter them to the four winds." So Cs offer to "fall on his sword was no accepted." He dismissed her but, pausing, said "thanks." The SECNAV acknowledged that he probably "picked the wrong person for the investigation because L had a 'history' with C." Then he was shown verbally reaming out L in front of C, telling him his report was highly biased and that now L would be investigated. The SECNAV said "get out of the building ASAP" and "goodbye." He apologized to C, said his "confidence was restored," and that he would be getting an official letter of apology. Sheffield finally admitted that he had forced Traci Manetti, who had just returned from TAD in Pearl Harbor, into JAG as his "eyes and ears." He said that when she read the report she was incensed and "scathingly" called it "a hatchet job." She will only be with JAG for a couple more weeks then he had "another assignment" for her.
Expectedly, it was Harriet who meddled and not only slipped to Meredith Cs engagement intention; but, kept digging in deeper until M was upset that C hadn't "officially" discussed it with her. Meredith's demeanor showed surprise and hesitancy but she basically talked about how it was C who hadn't done things the "right" way. She stormed out, standing him up for dinner, exclaiming "we'll get back to this when you're more prepared and I know more about what's going on."
Sergei had flown in for a visit and introduced H to Galina Boricova, his stewardess fiancé. When H said that they hadn't parted very well, Sergei said that "he had gotten over it. He was lonely then but not any more." He said that he had not heard from Singer and H told him that he had forced her to make her last call to him. He told Sergei that he thought Singer was "lying" to him about who the father was for her baby. Sergei didn't believe H and said that her pregnancy was just a "coincidence" with their "one night stand." Singer, he said, was "a woman who had no trouble with more than one man at a time." H apparently believed Sergei and agreed to go to Russia and be his best man.

Empty Quiver - 175
Chegwidden appointed Mac as interim JAG while he recovered at home with an injured back, hand and foot and his new dog that helped save his life in the mountains. Meredith tried to help name the dog using Shakespeare names but nothing worked until it got into Cs chair and he said "get out dammit." The dog responded to his "name": dammit.
H defended Lt O'Dell the disbursing officer aboard a carrier who was being "framed" for fraud. (Unrealistically) Judge Helfman was progressing with the hearing without adequate investigation being done. H wanted to go aboard his ship but was told no by M. She didn't order him not to go so he went anyway. When he got there he found Turner just leaving to go to the USS Crawford on an investigation and the base going to lockdown. He was stuck on base and couldn't get back by Helfman's time of 1500. He told O'Dell to go ahead with the hearing and if he found anything on board his ship he would talk to the convening authority. H printed out all fax's and copies from the machine's memory and found several conflicting memo's and letters for armored cars sent after O'Dell was arrested but over his signature. The Master Chief helped H discover that PO Marin was the likely suspect. Marin disappeared from the ship and intercepted an armored car which was delivering $10 million for use during deployment that he had re-routed for 1 hour earlier than expected. He tried to escape in a boat because of the lockdown and was arrested before he got away.
Turner investigated a missing nuclear torpedo warhead from the submarine Crawford. He meticulously re-traced the entire 19 hr loading process. First four torpedoes were temporarily stored in tubes while the rest were loaded. When the ship went off shore power the ship went dark for a moment. When the lights came on a PO noticed the "loaded" tag on one tube had fallen to the floor. He put it back on without looking and hung the "empty" side. When they finished loading they moved three of the torpedoes from the tubes back to the racks- leaving the one with the mislabeled tag in the tube. Water slugs were fired believing the tags without checking so the torpedo dropped out onto ocean bottom below pier.

Standards of Conduct - 171
Harm rear-ended Mrs. Motley, an old lady, in heavy traffic when she suddenly slammed on her brakes while he was distracted by violent honking from the car behind him. When trading information he found that his insurance had just elapsed. The next day Raymond Harrick, her attorney, called offering him a $30K settlement for her whiplash injury. Harrick already had doctors letters and had filed in court even before H told them that he didn't have that kind of money. H asked Turner for help as his attorney but he refused. Bud was offended that he was not asked but helped anyway & found that Harrick used an insurance co accomplice who didn't send renewal notices; then, he set up an accident with actors and filed fraudulent whiplash lawsuits.
Lt Jeremy Duncan, a computer expert, slandered the SEC Defense and the Governor of Virginia claiming that the Psycoustics audio program used in Marines new helmets was defective. His CO wanted to court-martial him but the SECNAV wanted it handled quietly. M was assigned to investigate and used the helmet. She was convinced it was defective and arranged for a letter of reprimand and resignation. Civilian attorney Harlan Bradford downloaded a JAG boilerplate resignation from the web and got Duncan out of the Navy. Psycoustics filed a grievance when the navy pulled the plug on the helmet development claiming Duncan had sabotaged the 3D audio program while looking at their source code. M got very upset and Chegwidden assigned H to assist her in investigating Mad Hamster to "bring balance." The trial wasn't shown but T was shown standing w/ him for sentencing where he got 1yr hard labor, $50,000 fine (his signing bonus from Mad Hamster) and dishonorable discharge.
H received a Silver Star for saving the fleet from a nuclear missile by letting it chase him in his F14 until it ran out of fuel. T was shown receiving a medal as well but it was not mentioned. H noticed a "first computer" on Ms desk and she said it was for little AJs "fifth birthday" coming up in a couple of months. H had a flashback to when they had promised each other to have a baby together in "five years if neither of them were married." Then H had hallucinations and dreams of M being pregnant as well as Renee, Harriett, Coates and Singer. He got a post card from Renee saying that she was pregnant with twins. Tiner suggested that he "dodged a bullet with that one." When he finally discussed the "slip of the tongue" w/ M she thought it funny and asked if he wanted "out of the deal" or had thought that she wanted to "move up the timetable." He said "No." She said "you're a silly man."
Lt Jeremy Duncan, a computer expert, slandered the SEC Defense and the Governor of Virginia claiming that the Psycoustics audio program used in Marines new helmets was defective. His CO wanted to court-martial him but the SECNAV wanted it handled quietly. M was assigned to investigate and used the helmet. She was convinced it was defective and arranged for a letter of reprimand and resignation. Civilian attorney Harlan Bradford downloaded a JAG boilerplate resignation from the web and got Duncan out of the Navy. [Captivating episode about the submarine USS Angel Shark going down with 129 men aboard during a "compartmentalized mission (black-ops)" in 1968.] Congresswoman "Lillian," who was the daughter of the Angel Shark's captain, told the new SECNAV, Edward, that "she wasn't asking for favors." She had helped him become "what he wanted" now she "expected" him to help her get the classification lifted to provide "closure" for the families. So he authorized C to hold a second board of inquiry into the incident (the published results of the first one being a lie.) C assigned H & M but also Turner, because of his extensive submarine experience, to be court council. Norman Watts, CIA Director of Central Intelligence (DCI) got in a power struggle with the SECNAV and assigned Catherine Gale, touted to be really "tough," to represent them.
As the CIA was the Original Classifying Agent (OCA) Watts had the upper hand and kept blocking inquiry at every angle by claiming that the new hearings were only "level ONE" security cleared and the operations were "level TWO" so no one could reveal anything. H found that even Gale didn't know why the ops were classified so asked her if she was BLINDLY doing her job "how she knew she was doing the right thing." She told him because "I'm doing my job right and that makes it the right thing." H talked to W, thinking they had at least a working relationship after the Kabir capture, and was told that Watts had given him a direct order to "keep out of it" and not even "see" H. Gayle dogged H, M & Ts every move with secrecy level rhetoric trying to intimidate their witnesses into silence. Gale even dogged W for information about how to "rattle" H, M & T. He told her that with H "what you see is what you get, he never quits" and to leave him alone as well.
B, who was recuperating in Harriet's two story home, found a cross reference on the internet that a CIA agent had "committed suicide" two days after the Angel Shark went down. Surmising that he had been a "double agent" T said that the Russians may have had a Victor-class Hunter-killer sub waiting for them. He also knew that if it had been a "cable tapping" mission they would have been in the Sea of Okhotsk- not where the CIA had lied about. The COMSUBPAC admiral, didn't even know the mission, except that the president approved it! The then CNO admiral did know & did want it released but couldn't say anything- except let it slip that they did search for, and found, the ship due to its having released a radio buoy before it went down. H was masterfully unruffled in the hearing and with every avenue closed by Gale finally called Director Watts. It became much more clear that it really was a "pissing" contest between him and SECNAV so H asked for court order that they produce documents. Watts immediately classified even the recovery as "level TWO" to block Hs inquiry and had to admit that it wasn't the level of clearance but the "need to know" that determined who could see information; and, that with those rules he could even keep secrets from the president! W met H at the "wall of stars" in the CIA building representing those CIA agents who had died "anonymously." He said that he had been told by Watts to prevent H from "going to the press." H apparently effectively shamed him because W sneaked H a video tape of the burial at sea of recovered bodies that had been videotaped by the CIA. H surprised Gale with the tape which showed Watts himself to have supervised recovery! That conflict of interest was enough to get Gale to say she'd "talk to Watts about it. H suggested he could keep some of it secret, tell the surviving families, and show them the tape," which was done." The sub collided w/ a Russian sub which was tipped off by a CIA double agent. Immobilized and waiting for rescue they sent up the buoy and radioed but their pressure hull collapsed. They found the ship, secured the wiretapping devices, recovered bodies and videotaped the burial at sea.
Coates Emailed B that Singer had been "sick" continuously since coming on the ship but wouldn't go to the doctor. B struggled w/ rehab & eventually climbed stairs, in the house that Harriet went behind his back to have her daddy buy for them, to the upstairs bedroom where he then had to deal w/ Harriet's aversion to intimacy by saying "I'm not a freak. I just lost a bit of weight, finally." Watts was really pissed at W & reassigned him to Paramaribo, Surinan as deputy chief of station. He told H "it could have been worse, it could have been Canada." Watching the videotape together Webb told Harm "it's better than stars on a wall."
